Are you using Windows XP (Home Edition)?

A Known Issue:
The installation process needs "Group Policy", which is not included by default after installing Windows XP (Home Edition).
Therefore, you would fail to install PDF Gold on Windows XP (Home Edition).

We have solved this problem, and will release a new update later.
