I have downloaded your PDFPlus application.  On pdf documents created by our office scanner the highligher does not appear to work correctly.  It does not allow text to be selected.  (Stamps, Text boxes, and notes all work)  On documents created with a print driver the highligher works as expected. 

What limitations are there on where commenting tools cannot be used.

I would like to make a decision today as to whether your product will meet our needs if possible.
