Highlight, Cross-out, and Underline tools are used to mark texts. But the document created from scanner is composed by images. Words in this kind of document look like text, but actually images. While document created by print driver include real texts, so can be markuped by Highlight tool.

In this case, you may mark words or sentences by "Line" tool or "Pencil" tool etc.
