Offline Activation not an option

I am trying to activate 7.81 but I keep getting server can't be found messages even after dialing out to an ISP just to rule out my firewall. I can't do Offline activation, my only options are Activate Now or Activate Later. I don't get Next as an option. I don't want to update my 7.62's until I am sure I can activate the product. How can I fix this?
